At the same time, France.tv will also offer this Investigation in 10 episodes of 20 minutes, which we were able to consult.
After a recap of the French cannabis situation and the war on drugs through testimonies from lawyers and police unions, Mathieu Kassovitz initially sets out to meet the Representative Caroline Janvier, favorable to the legalization of cannabis, then of the company LaFleur who cultivates medical cannabis in France.
The documentary then explores the different approaches to cannabis regulation around the world. Morocco allows cultivation for medical and industrial purposes and combats illegal exports. In the Netherlands, while consumption is tolerated, production remains illegal, which favors the black market. Spain permits consumption within certain frameworks but prohibits street sales. Canada stands out with full legalization since 2018, aiming for quality control, public health measures, and combating illicit trade.
Canada's Controlled Approach
Since October 2018, Canada regulates the production and sale of cannabis like any other consumer product, with a focus on quality control and public health. Strict rules govern production facilities, and retail outlets provide detailed product information, limiting purchases to 30 grams and enforcing age restrictions. This regulated market has significantly reduced the illegal trade, with legal sales exceeding illicit sales, thanks to investments in prevention campaigns.
During his visit to Canada, Mathieu Kassovitz will be astonished to discover the mega-cannabis production facility of the company Cannara Biotech, which strongly contrasts with French prohibition. He will also have the opportunity to meet Justin Trudeau, who struggles to find any downsides to Canadian legalization.
Mathieu Kassovitz is also heading to Thailand to closely observe the recent changes following the decriminalization of cannabis after years of tough repression.
With millions of regular cannabis consumers in France and a significant black market, the documentary is bound to raise questions about cannabis legalization in France. According to the experts featured in the documentary, while the Canadian model appears successful, its applicability to France depends on political will.
Despite the difficulties, legalization could durably pacify the cannabis market and align with cultural changes. The documentary raises crucial discussions about France's anti-drug policy and potential regulatory reforms.
