What arguments are generally put forward against legalizing cannabis in France?
The debate on legalization of cannabis in France is virtually non-existent. However, a few initiatives are worth noting:
- In January 2014, the EELV deputy Esther Benbassa tabled a proposed law on the controlled use of cannabis, a proposal that was rejected by the Senate in April 2015.
- Libération called for a debate in 1976, now taken up by the’18 joint call
- every year, the world cannabis market goes through France, with relative success
Why is this debate so difficult to establish, and what are the arguments against legalizing or decriminalizing cannabis in France?
Rising consumption
The first fear expressed is the increased consumption. The argument is based on the example of Netherlands where cannabis is tolerated since 1976, and where consumption has actually increased. The conclusions of the various studies carried out there and in countries that have begun to decriminalize since the 2000s do not, in fact, provide a clear-cut answer. The increase in cannabis use in the Netherlands for example, is based essentially on cannabis tourism, which has developed around coffee shops. No clear increase has been isolated from the figures.
Commonplace use
Legalizing cannabis in France could send the wrong signal to consumers, especially young people. The abolition of criminal penalties for cannabis use would risk trivializing cannabis use. It is nevertheless conceivable that the sale of cannabis in France under state control, and that, like alcohol and cigarettes, minors, whose consumption is more risky, would not be able to obtain cannabis legally.
Health risks
The public health is generally one-sided and uncompromising. Scientific studies suggest that cannabis may be harmful to a certain category of people. Cannabis use among the very young could lead to a reduction in brain capacity, calculated in terms of IQ. After the various waves of legalization in the United States, the number of’traffic accidents due to cannabis consumption has not risen dramatically, as some had expected. Nevertheless, prevention is still very important in this area.
Cannabis sales and organized crime

Each side has its own arguments. When you think about it, your first instinct is to compare cannabis to cigarettes and alcohol. Without being militant, we know that these two substances, legally sold and taxed in France, are addictive and cause public health problems. If we dig a little deeper, we realize that cannabis, which is not harmless either, could help to counter the illegal trade, and create jobs, among other things. No No don't legalize let the dealers buy houses and apartments in France. Let the French work like dogs. 90% of young girls are dealers in Paris and across France. Why go to work? they make more money. Our politicians are part of not legalizing, because they make a lot of money too. So, if they legalize it, they know the money will go to the state and also more than 500 million euros won't be spent on the police. You can't go against the vast majority of people who prefer death to life. Go and make a tobacco smoker (who is de facto an addict) understand something rational.
