Mission d'information sur le cannabis: composition unveiled

The fact-finding mission (MI) on cannabis—whose full name is «Joint Fact-Finding Mission on the Regulation and Impact of Various Uses of Cannabis»—is gradually coming to light.

Announced last July, it will be tasked with examining three aspects of the issue of cannabis:

• Hemp for wellness / CBD, specifically to put an end to the’A narrow interpretation of MILDECA on which all legal proceedings brought against CBD stores are based
• medical cannabis, with the goal of establishing a national supply chain for the production of cannabis for medical and research purposes
• the legalization of cannabis, including a review of international experiences and potential recommendations for a French regulatory framework

The MI's Lineup Revealed

The launch of the cannabis MI was expected to take place last September. According to our information, the launch meeting is now scheduled to be held in mid-January 2020, and the agenda—or the order in which the topics will be addressed—has not yet been announced.

The membership of the MI, however, has just been announced. It will include 33 members of Parliament (including 18 from LREM and 6 from LR) from six different parliamentary committees: Cultural Affairs, Economic Affairs, Social Affairs, Sustainable Development and Regional Planning, Finance, and Legislation. • Huguette Tiegna, LREM member of the National Assembly representing the Lot department, presented a report on the health implications of cannabis to the members of the Parliamentary Office for the Evaluation of Scientific and Technological Choices (OPECST), of which she is the vice chair.
• Michèle de Vaucouleurs, MODEM member of the National Assembly representing Yvelines
• Olivier Véran, LREM member of the National Assembly representing Isère. He spearheaded the’experimentation with medical cannabis
