Information mission on cannabis

The fact-finding mission (MI) on cannabis—whose full name is «Joint Fact-Finding Mission on the Regulation and Impact of Various Uses of Cannabis»—is gradually coming to light.

Announced last July, it will be tasked with examining three aspects of the issue of cannabis:

  • Hemp for wellness / CBD, specifically to put an end to the’A narrow interpretation of MILDECA on which all legal proceedings brought against CBD stores are based
  • medical cannabis, with the goal of establishing a national supply chain for the production of cannabis for medical and research purposes
  • the legalization of cannabis, including a review of international experiences and potential recommendations for a French regulatory framework

The MI's Lineup Revealed

The launch of the cannabis MI was expected to take place last September. According to our information, the launch meeting is now scheduled to be held in mid-January 2020, and the agenda—or the order in which the topics will be addressed—has not yet been announced.

The membership of the MI, however, has just been announced. It will include 33 members of Parliament (including 18 from LREM and 6 from LR) from six different parliamentary committees: Cultural Affairs, Economic Affairs, Social Affairs, Sustainable Development and Regional Planning, Finance, and Legislation.   • Bérangère Abba, LREM Member of Parliament for Haute-Marne
  • Saïd Ahamada, LREM member of the National Assembly representing Bouches-du-Rhône
  • Valérie Bazin-Malgras, LR member of the National Assembly representing the Aube department
  • Ugo Bernalicis, LFI representative from the Nord department. A submitted a proposal with LFI to legalize cannabis (the Caballero proposal) to oppose the flat-rate fine.
  • Moetai Brotherson, GDR Representative for French Polynesia
  • Jean-François Cesarini, LREM member of the National Assembly from Vaucluse
  • Sylvie Charrière, LREM Member of Parliament for Seine-Saint-Denis
  • Rémi Delatte, LR member of the National Assembly from Côte-d’Or
  • Loïc Dombreval, LREM member of the National Assembly representing the Alpes-Maritimes department
  • Jean-Pierre Door, LR Member of Parliament for the Loiret
  • Nicole Dubré-Chirat, LREM member of the National Assembly representing Maine-et-Loire
  • Agnès Firmin Le Bodo, UAI Member of Parliament for Seine-Maritime
  • Emmanuelle Fontaine-Domeizel, LREM member of the National Assembly representing the Alpes-de-Haute-Provence department
  • Caroline Janvier, LREM member of the National Assembly representing the Loiret department. She has already spoken out in favor of legalization.
  • François-Michel Lambert, LT representative for Bouches-du-Rhône. A introduced a bill to legalize cannabis (the Caballero proposal).
