Morocco: Government Council votes to legalize medical cannabis
After two postponements, The project to legalize medical cannabis was adopted today by the Moroccan Government Council. It will then be submitted to Parliament before being definitively adopted.
The text is unchanged and still plans to the creation of a regulatory agency which will be responsible for demarcating cultivation zones in «six areas across the Kingdom», a priori located in the north of the country, a historically cannabis-producing area. It will then oversee the purchase and sale of the plant to companies that can use it for medical purposes and for domestic and international processing.
This agency will be solely responsible for issuing or withdrawing authorizations to cultivate the plant, and will be able to carry out inspection missions and even take sanctions against those who violate the future legislation.
The bill would also legalize the therapeutic use of cannabis, limiting production to volumes «necessary for medical, pharmaceutical and industrial purposes» and to specific regions. Licensed cannabis growers would also be required to join agricultural cooperatives and sell their production exclusively to authorized companies.
