Is cannabis legal in Morocco?

In June 2021, the Moroccan parliament voted to legalize the use of cannabis for medical, cosmetic and industrial purposes.

It's still illegal to buy and consume kif, the local name for cannabis (cannabis is قنب , qunneb in Arabic ), in Morocco, even if a great deal of tolerance applies in practice with regard to widespread cultivation and consumption.

Where in the world is cannabis legal?

Morocco's history is intertwined with its relationship with cannabis. Around 1890, King Hassan ben Mohammed authorized the cultivation of kif, the local name for cannabis, in the five hamlets of the Kutama and Bni Khaled tribes.

In 1906, the Régie marocaine des kifs et tabac, a French-owned company, took over the country's tobacco and cannabis monopoly. In November 1932, cannabis cultivation became illegal throughout the French protectorate under an international agreement on narcotics, but a mixture of tobacco and hashish was still authorized for sale.

Cannabis has been illegal here since the nation's independence in 1956, a position reaffirmed by a total ban on drugs in 1974. Its consumption and cultivation are, however, widely tolerated in the country, with Ketama even becoming the equivalent of Kathmandu for hippies in the 50s and 60s.

In 2021, its medical use - for psychotropic varieties of cannabis - and industrial use - for non-psychotropic varieties of hemp - were authorized, pending future regulations that will regulate each activity and truly launch the country into the global cannabis industry.
