Spain begins the process of legalizing medical cannabis

The Spanish Ministry of Health has begun the process of drafting a royal decree to legalize the use of cannabis for medical purposes.

The proposed regulation emphasizes rigorous standards supported by scientific research. According to Secretary of State Javier Padilla, the ministry's approach is based on recommendations from various stakeholders, including the European Observatory for Cannabis Consumption and Culture (OECCC), professional associations, and scientific societies. As the draft decree, the text will prioritize patient safety and product quality. It aims to establish legal frameworks for standardized cannabis preparations proven to alleviate pain and suffering, favoring oral administration – thus oils – for optimal therapeutic efficacy and safety.

The active involvement of civil society is a notable aspect of the regulatory process. Spanish citizens have the opportunity to contribute their views and ideas to the drafting process through an open public consultation on the Ministry's website.

Medical associations, societies of palliative care, medical pain management specialists and various other stakeholders expressed their approval, highlighting the broad consensus on the need for comprehensive regulation of medical cannabis in Spain.

Countries like Portugal, Germany and Norway have already established regulatory frameworks for medical cannabis, recognizing its therapeutic potential.
