Ukraine legalizes medical cannabis
Ukrainian President Volodymyr Zelenskiy has signed the bill legalizing the use of medical use of cannabis Thursday, February 15, 2024. This decision primarily addresses the needs of 6 million Ukrainians, including cancer patients, civilians with post-traumatic stress disorder (PTSD) and wounded soldiers.
War and medical cannabis
Legislation, supported by the Ukrainian Ministry of Foreign Affairs of Health and War Volunteers, stresses the need to take into account the suffering endured by the Ukrainian people in the face of war.
The legalization of medical cannabis in Ukraine is seen not only as a means of treating physical and mental wounds, but also as a symbolic gesture of solidarity and support for those affected by the country's conflicts.
With the government tasked with drawing up regulations within three months, crucial details such as product types, prescription conditions and authorized methods of cannabis use need to be defined. The distribution of medical cannabis will be aligned with established pharmaceutical standards, facilitating safe and effective access for patients.
The regulatory framework defined in the legislation includes provisions for the authorization of cultivation and sale, as well as rigorous control mechanisms to ensure compliance and safety. Medical cannabis will be distributed through pharmacies with a doctor's prescription, bringing Ukraine's approach in line with European models of pharmaceutical distribution.
While legislation today focuses solely on conditions such as cancer and post-traumatic war syndrome, the need to consider a wider range of illnesses that could benefit from medical cannabis treatment has been recognized. Legislators have recognized the diversity of the population's healthcare needs, and are open to the idea of broadening the scope of eligible conditions in the future.
As Ukraine currently has no domestic production of medical cannabis, imports will kick-start the industry as early as 2025.
