Maryland: proposed legalization of cannabis

Maryland Democrats will introduce a bill to fully legalize cannabis, followed by another bill proposing to allow adults to grow cannabis at home. Medical cannabis and the possession of small amounts have been legal in Maryland since 2014.

Prohibition or Millions

The bill is sponsored by Senator Richard Madaleno, who believes that «the prohibition policy has failed. Maryland must find a more effective system.  »We’re drawing on the best models from other states.” Among other things, the bill proposes regulating the maximum number of dispensaries and industrial cannabis producers.

In addition to regular taxes, cannabis producers would be required to pay 30$ per ounce (28 g), and retail sales would be taxed at 9 %. The revenue will be reinvested in prevention, support for problem users, and education.

If this bill is rejected by Maryland lawmakers, David Moon, a member of the Maryland General Assembly, has a Plan B: to put the issue to a referendum in 2018. He states, in particular: «You can feel the inevitability of this measure in the air.’

To justify these laws, lawmakers explain that the states of Colorado and Washington have already raised «hundreds of millions of dollars in taxes without an increase in crime.»

Senator William Smith explains that the bill is also about equality before the law: «African Americans are four times more likely to be arrested than others—this cannot continue.» He is also advocating for a slightly less white industry.

Several members of the « Maryland Legislative Black Caucus »have called for a diversification of licensing arrangements to ensure that the Black community is represented in this lucrative industry. So far, no one has responded to this call.".

The millions of dollars in tax revenue from cannabis are attracting more and more states. It remains to be seen whether the new U.S. president will allow the states to act independently throughout his term.
