A pilot project to legalize cannabis in Luxembourg?
It's as if Luxembourg were just waiting for Germany to move ahead with its legalization of cannabis. Announced for 2018 in the Grand Duchy, In the end, the desire for legalization turned into the legalization of the personal use of cannabis (consumption and self-cultivation), with no cannabis sales system or Cannabis Social Club.

Speaking on Luxembourg's RTL radio station, Minister Lenert said that the pilot project to legalize cannabis would have to pass «quickly» through the Council of Government.. As in Germany, the controlled public sale of cannabis should be authorized on an experimental basis, before going any further.
In June 2022, the Minister of Justice Sam Tanson had presented a bill which was the first step on the road to cannabis legalization. Under the blue-red-green government's plan, adults were to be able to grow up to four cannabis plants per household from seed.
However, the Luxembourg Council of State recently raised four formal objections to the bill. The Ministry of Justice is now working on amendments to the text. This first stage of the parliamentary process should be completed, if possible, before the legislative elections on October 8. During her interview on RTL, Paulette Lenert did not specify whether the legalization project could also pass the vote in the House before October.
