Since the launch of recreational sales in late 2022, licensed dispensaries in New York State—which has a population of approximately 20 million—have generated more than $4 billion in legal cannabis sales, according to figures released by New York’s Office of Cannabis Management (OCM).

What if one of the largest regulated cannabis markets in the United States is still experiencing rapid growth, New York continues to face various challenges.

Cannabis sales reach $4.1 billion in New York

Figures presented at a meeting of the Cannabis Control Board (CCB) show that cumulative sales of recreational cannabis have totaled approximately $4.1 billion since the market opened in late 2022.

Growth was particularly strong in 2026. Sales reached $512.6 million in the third quarter, bringing revenue for the first nine months of the year to approximately $1.41 billion.

These latest figures are in line with the significant acceleration observed over the past year. In March, five years after the legalization of cannabis in New York, Governor Kathy Hochul had highlighted a cumulative revenue of $3.3 billion.

Beyond the sales figures, the state has continued to develop its industry. According to the OCM, New York currently has 1,981 licensed businesses in the recreational cannabis sector, covering cultivation, processing, distribution, micro-businesses, and retail sales.

The regulatory authority has identified 918 adult (non-medical) clinics, including 370 clinics established under the social equity mechanism.

Social equity remains at the heart of New York City's cannabis policy

New York designed its legalization framework in with a strong emphasis on social and economic equity. State officials report that 56% recreational cannabis licenses have been awarded to applicants who meet these criteria.

This proportion remains significant among newly licensed operators: 64% of the licenses issued at the most recent CCB meeting were granted to companies that adhere to the principles of social and economic equity.

«This representation at every level of the supply chain represents significant progress, and our job is to ensure that these companies have the support they need to grow and thrive,» said L. Simone Washington, the OCM’s equity director.

The Cannabis Control Board (CCB) also approved a new application period for cannabis nursery licenses and extended the provisional license periods for certain operators who meet the equity criteria.

«The measures taken today are intended to open doors, help businesses move forward, and protect the integrity of the cannabis market in New York,» said Jessica García, president of the CCB.

Farmers' markets and small businesses enjoy greater flexibility

At the same time, New York is expanding business opportunities for small operators. Governor Hochul recently signed a law specifying that micro-businesses in the cannabis industry can fully participate in farmers' markets and temporary events dedicated to cannabis. Legal dispensaries have been able to apply to host these events since May.

This framework builds on the previous one state cannabis promotion program, launched in 2023, aims to provide certified businesses with additional channels to reach consumers.

New York has also amended the zoning requirements applicable to licensed cannabis businesses, thereby offering greater flexibility to certain retailers operating near schools or places of worship.

A market that is not immune to economic pressures

However, reaching the $4 billion mark does not mean that the sector has overcome its challenges. State-owned enterprises continue to face competition from the illicit market, while regulatory delays and limited access to capital hinder their growth.

The latest figures from New York, however, show the growing economic significance of its legal sector. Nearly four years after the opening of the first recreational dispensaries, the government is moving from a difficult implementation of legalization to a more mature market, where the next challenge will be to transform the increase in sales into sustainable and profitable activities throughout the supply chain.
