New York cannabis revenues begin to repair past damage
The market legal cannabis in New York continues to grow at a record pace. Visit August 2025, sales reached 214.4 million dollars, the highest monthly figure since the market was launched nearly three years ago, according to the’Office of Cannabis Management (OCM).
Kevin Brennan, deputy director of analysis at OCM, said this trend reflects the «promising trajectory» of the regulated market. With 2.3 billion in cumulative sales since december 2022 and 1.26 billion generated in 2025 alone, Mr. Brennan noted that «we could reach $3 billion by the end of the year», with growth driven primarily by the opening of new licensed dispensaries across the state.
The first cannabis-funded subsidies
Beyond the economic figures, the social equity mission of cannabis legalization in New York is beginning to take shape. Visit Cannabis Advisory Board, a state-appointed committee, has approved 5 million in subsidies à 50 non-profit organizations serving young people in the hardest-hit communities by decades of anti-drug efforts.
Each non-profit organization will receive 100,000 dollars, These are funded by taxes on cannabis sales and commercial licensing fees. The subsidies fund mental health support programs, of professional training and housing for residents under 24.
Fifteen of the beneficiary organizations are based in New York, including Community Connections for Youth in the Bronx. Her executive director, Belinda Ramos, said the funding validates efforts to repair the long-term impact of prohibition. «We're trying to turn the tide on what the war on drugs has done to us for decades,» she said.
This initiative reflects one of the key promises of the cannabis legalization act of 2021, which requires a portion of tax revenues to be reinvested in communities disproportionately targeted by cannabis arrests.
Supporting young people through the arts and agriculture
The selected projects cover a a wide range of community needs, ranging from’activism and education to the’agriculture and the arts.
On Staten Island, the Snug Harbor Cultural Center and Botanical Garden will use its grant to fund an apprenticeship for a young adult from North Shore. The apprentice will learn sustainable farming practices while engaging with the community, said spokeswoman Meredith Sladek.
In the Bronx, the non-profit organization DreamYard, which works in the field of the arts and social justice, will be expanding its paid internship program to help more young people gain creative and professional experience.
«It's taken us a long, long time to get to this point,» he said. Joseph Belluck, Chairman of the Cannabis Advisory Board. «I'm thrilled that we're finally able to put money back into the communities of New York State.»
Protecting funds for their intended use
Within the framework of the State's tax structure, the cannabis companies pay a 9 % tax on wholesale sales, while the consumers pay 13 % on recreational sales and 3.15 % on purchases for medical purposes. A portion of these revenues is paid to local governments, The remainder funds initiatives in the fields of education, addiction treatment and community reinvestment.
And yet.., all funds from the cannabis tax were not directly allocated to social programs. At the beginning of the year, 50 million dollars of revenues were diverted to reimburse the state for an aborted project to renovate its first 150 dispensaries. Mr. Belluck urged legislators to prevent such misappropriations.
Four years after legalization, the New York cannabis program is beginning to deliver on its promise of combining economic growth with community reinvestment.
