The Authority for the Responsible Use of Cannabis (ARUC), through its director, Joey Reno Vella, announced that it would not limit the number of cannabis clubs on the island.

Mr. Vella argues that such a cap would not benefit consumers, as increased competition among associations ensures a higher-quality product. According to him, «a greater number of associations would lead to greater competitiveness, which would ensure a better product,» which is in line with the primary objective of the reform, which is to protect consumers.

Mr. Vella points out that the’ARUC does not promote cannabis, but that it is committed to providing safe and legal access to those who choose to use it.

Recognizing the large number of recreational users, Mr. Vella emphasizes that a regulated market is necessary to protect them from dangers of the illicit market, which often prioritizes profit at the expense of user safety and product quality.

Regulation That Runs Smoothly

The ARUC faces a major challenge: regulating commercial entities that advertise cannabis products. ARUC’s mandate is to oversee nonprofit organizations, not commercial enterprises, which could create unequal treatment, as commercial establishments such as CBD shops often engage in marketing activities that are prohibited for nonprofit organizations.

Mr. Vella acknowledges this disparity and is working with stakeholders to address it by ensuring a clear distinction between nonprofit and for-profit entities.

The Focus on Risk Reduction

ARUC has placed greater emphasis on risk reduction by requiring associations to hold more frequent and educational meetings with their members, which allow consumers to share their experiences and receive information on safe consumption practices. In addition, amendments now require that key positions within the associations be filled by full-time employees, ensuring meticulous management of the production process, from cultivation to distribution.

To strengthen the sense of community within associations, ARUC has made changes to the guidelines on governance and administration. These changes clarify that associations belong to their members, not to their founders. Annual elections allow members to express their opinions and participate in leadership changes, fostering a system of checks and balances that prioritizes members’ interests over personal gain.

The ARUC has also updated its regulations to improve the safety and quality of cannabis products, notably by establishing quality standards and making it mandatory to indoor cultivation or in a controlled environment to prevent contamination from pests and external factors, and by ensuring that the water used for cultivation undergoes quality testing. The goal is to ensure that the product made available to consumers is safe and free from the risks associated with the illicit market.
