According to a report by Rebecca Buttigieg, parliamentary secretary for reforms, during the first month of operation, 750 people joined cannabis associations in Malta. Notably, all members had prior cannabis consumption experience, indicating the law successfully targets existing consumers rather than creating new ones.
Rebecca Buttigieg explained that the primary objective of the legislation was to offer a safer option for existing consumers and reduce reliance on the black market.
«This law was a professional approach to a developing trend,» she said. «It was never intended to create a new economic sector, and the associations are non-profit. But it allows people to consume safely and within the parameters of the law.».
Address concerns and challenges
Despite the favorable reception of regulated cannabis consumption, concerns have been raised about an increase in drug-related emergencies, particularly cannabis intoxication. Mr. Buttigieg acknowledged these concerns but attributed them to the use of synthetic or contaminated cannabis, emphasizing that regulated dispensaries provide tested and safer products. In response to these challenges, the government has announced an educational campaign aimed at promoting responsible cannabis use and dispelling misinformation.
The Authority for Responsible Cannabis Use (ARUC) oversaw the implementation and supervision of the regulatory framework. Leonid McKay, ARUC's Director General, emphasized the successful transition of consumers to the legal framework. Licenses have been issued to seven associations, three of which are already operational. distributing cannabis legally. Strict rules govern product acquisition, cultivation, distribution, and advertising to ensure compliance and public safety.
