Amsterdam unable to take part in legal cannabis experiment

The lower house of the Dutch Parliament has rejected adding Amsterdam to the culture experience and cannabis distribution in the country, which means that the number of cities participating in the full launch of the pilot project this summer will remain at 10.

Parliament also rejected a motion tabled by the far-right PVV (Party for Freedom) to suspend the entire project. The experiment already begun in the cities of Breda and Tilburg, with an initial 6-month observation phase.

Mixed reactions to Parliament's decision

Femke Halsema, mayor of Amsterdam, expressed its concern about the capital's exclusion from the cannabis cultivation pilot project. She criticized the parliamentary debate, stating that it was «guided by inaccurate sentiment». Despite this setback, the ten municipalities participating in the program are relieved that the experiment will continue for them.

Ms. Halsema emphasized the importance of experience in keeping the cannabis production criminal networks. She emphasized its role in improving public health and safety. Halsema declared : «The experiment won't make it any easier for young people to get their hands on drugs. It simply means that production and distribution will be taken out of the hands of criminals.

Support from participating municipalities

Municipalities such as Zaanstad, Nijmegen and Voorne aan Zee have expressed their support for the experiment. Zaanstad, for example, sees the trial as an opportunity to combat illegal cannabis cultivation and the criminal activities associated with it. Mayor's spokesperson Jan Hamming highlighted the dangers posed by illicit cannabis plantations, by insisting on the need for regulated production.

In Nijmegen, Mayor Hubert Bruls expressed his satisfaction with the preparations underway, stressing the importance of continuity after years of anticipation. Similarly, Voorne aan Zee sees the experience as a step towards a cannabis market fully legal.

Not all stakeholders share the same level of optimism. Despite the rejection of a proposal to halt the experiment, concerns remain, particularly among current participants, such as coffee shop De Baron in Breda. Its owner, Rick Brand, has expressed to the NL Times of his apprehensions about the future of experimentation, particularly in the face of possible changes in government. Rick Brand's worries reflect more general concerns within the’Dutch cannabis industry regulatory stability and long-term viability.

For decades, the notorious coffee shops of the country have been operating in a legal gray area, obtaining cannabis from illicit sources. The legal cannabis experiment aims to remedy this inconsistency by legalizing culture and distribution of cannabis, with the aim of improving public health and reducing the involvement of criminals in this sector.

With the start-up phase already underway in Breda and Tilburg, the experiment is set to reshape the landscape Dutch cannabis. By moving to legal production and distribution, the government aims to establish a regulated market that prioritizes safety and quality.
