Switzerland: Council of States approves controlled distribution of cannabis
The Swiss Council of States voted yesterday, 31 to 7, in favor of the controlled distribution of cannabis. Last June, the National Council had also voted in favor of this pilot program, for which parliamentary proceedings began in 2016 and which followed a debate that had been going on for several years in Switzerland.
Pilot projects for cannabis distribution will thus be carried out in Switzerland's major cities. They will apply only to adult consumers A limited number of pilot programs may last for 5 years and are expected to lead to scientific studies on the effects of controlled cannabis use.
The only point of disagreement between the Council of States and the National Council concerns the requirement to distribute Swiss organic cannabis. Out of concern for a potential supply shortage, the Council of States opted to encourage such production without, however, making it mandatory. The National Council will have to approve or reject this proposal before the pilot projects can finally get underway.
Lausanne, Bern, Geneva, Basel, and Zurich, as well as Biel and Lucerne, have already asked to participate in this trial.
