A new stadium or cannabis stores? Virginia will have neither
The arrival of a cannabis market in the US state of Virginia, which legalized cannabis in 2021, has just hit a strange bump in the road, leaving the future of cannabis in the state uncertain.
Indeed, the 60-day session of the General Assembly ended without Governor Glenn Youngkin approving the bill authorizing in-store cannabis sales. This impasse was largely due to a broader political conflict that overshadowed the cannabis debate.
A stadium versus cannabis: A political impasse
At the root of the discord between the Democrat-controlled General Assembly and Republican Governor Youngkin is a publicly-funded stadium project.
Democrats last week voiced their opposition to Youngkin's stadium proposal. In return, Mr. Youngkin stated at a press conference last week that there was «no interest» in legalizing adult-use cannabis sales.
«We're talking about an opportunity to create 30,000 jobs, $12 billion in economic impact in the Commonwealth of Virginia and in the most dynamic and fastest-growing sector which is sports and entertainment, and you want to talk about putting a cannabis store on every corner? I don't quite understand,» Youngkin added.
This latest dispute with Youngkin means that sales of marijuana in Virginia are «going up in smoke,» state delegate Paul Krizek, D-Alexandria, told the Virginia Mercury.
Virginia legalized adult-use cannabis possession and home cultivation in 2021, but the bill signed by the governor at the time, Ralph Northam, a Democrat, demanded that legislators establish rules for legal sales.
State legislators have failed to do so, despite the growth of an illicit «gift» market that some lawmakers estimate to be worth billions of dollars.
After Mr. Youngkin defeated a bill to legalize sales in 2023, a new Democratic majority in both houses of the Virginia General Assembly had raised hopes of a compromise, which is now off the table.
