Spain: bill to regulate cannabis nationwide
The Esquerra Republicana de Catalunya party, Podemos, and some members of the PSOE have introduced a bill to cannabis regulation, in late January. This was news that had slipped under our radar.
In this bill, lawmakers—primarily from the left—propose a legal framework for recreational and medical cannabis. Key issues include easier access to medical cannabis for patients, as well as a legal framework governing production, personal cultivation, possession, and consumption in public places. The ERC party had already proposed such measures in 2013 and 2016. Teresa Jorda, a member of the Catalan Parliament representing Esquerra Republicana de Catalunya, stated: «The social normalization of cannabis should also lead to an adjustment of legal and legislative standards.»
Lawmakers are proposing to promote responsible cannabis use, to begin selling cannabis in state-licensed stores, and to clarify the status of social cannabis clubs and a greater focus on prevention among young people.
A national debate proposed by separatists
This proposal highlights the country’s political divisions. While some Socialists support the ERC, others, such as Senator Martinez Olmos, are much less enthusiastic. In his view, it is necessary to consider the «impact these substances have on citizens» health.” Continuing on… of the speech, he states that «20 % of cannabis users suffer from psychotic episodes.» However, he says he is open to discussions within his own party. Center-right lawmakers from Ciudadanos say they are ready to debate the issue but want a commission composed of lawmakers, senators, and experts to take the time to assess the possibilities and potential dangers that comprehensive cannabis regulation would entail.
Esquerra Republicana de Catalunya is a political party that advocates for Catalonia's independence. This time, the party will need the support of national parties for the proposed law to ever be implemented.
