Ukraine: First Cancer Patient Prescribed Medical Cannabis
For the first time in Ukraine, a cancer patient was able to obtain a cannabis-based medication through the national electronic prescription system. This marks a concrete step forward in the implementation of Ukrainian legislation, which aims to facilitate access to cannabinoid-based treatments within a strictly regulated medical framework.
A cancer patient receives medical cannabis in Mykolaiv
A woman undergoing cancer treatment in the Mykolaiv region, in Ukraine, became the first oncology patient in the country to receive a medical cannabis-based medication, according to an announcement from the Ukrainian Ministry of Health October 1, 2026.
The medication was prescribed to the Mykolaiv Regional Oncology Center and dispensed by a pharmacy upon presentation of an electronic prescription. It was intended for the management of pain and the symptomatic treatment of cancer.
This patient was not the first person in Ukraine to have access to these treatments. In June 2026, three patients received cannabis-based medications, including a doctor suffering from multiple sclerosis and two veterans suffering from chronic neuropathic pain and phantom limb pain following amputations.
The legalization of medical cannabis in Ukraine is taking shape
The Ukrainian Regulatory Framework for Medical Cannabis has its origins in legislation that was enacted by the Verkhovna Rada, the country's parliament, in December 2023. This reform authorized the therapeutic use of cannabis-derived medications under strict medical supervision, while maintaining the ban on recreational cannabis.
In October 2024, Ukraine implemented an electronic system to track activities related to medical cannabis. The first active ingredient intended for the production of cannabis-based medications was then registered in early 2025. These milestones made it possible to establish the infrastructure necessary for the manufacture, prescription, and dispensing of regulated treatments.
Under the current regulatory framework, prescriptions for medical cannabis may only be issued by licensed physicians through the Ukrainian electronic health system. Prescriptions and dispensing records are digitally recorded to ensure their traceability.
Which medical conditions are eligible for treatment with medical cannabis?
The Ukrainian Ministry of Health In September 2024, it established an official list of eligible conditions based on available scientific data.
Approved indications include chronic pain, neuropathic pain and muscle spasticity associated with conditions such as cancer, multiple sclerosis, neurological injuries, and diabetic neuropathy.
The cannabis-based medicines may also be prescribed for chemotherapy-induced nausea and vomiting, refractory epilepsy, Parkinson's disease, and Tourette syndrome.
Certain childhood epilepsy syndromes, including Dravet syndrome and Lennox-Gastaut syndrome, are also covered, subject to specific prescribing restrictions.
Physicians must assess each patient's clinical condition, particularly when conventional treatments have failed to provide adequate relief or have caused intolerable side effects.
Treatment is tailored on a case-by-case basis, and medical authorities recommend a reassessment if no significant therapeutic benefit is observed within four to twelve weeks.
Patient access remains a challenge
Despite regulatory progress, the’Access to Medical Cannabis in Ukraine remains limited. Before the Mykolaiv order was issued, healthcare professionals and pharmacists underwent specialized training to ensure compliance with the new dispensing procedures.
The Parliamentary Committee on National Health acknowledged that difficulties in implementing the legislation persist.
During a roundtable discussion held in July 2026 that brought together medical experts and patient advocates, participants examined the barriers affecting the availability of cannabis-based treatments.
One outstanding issue concerns the importation of drug samples intended for quality control testing in laboratories. A proposed legislative amendment aimed at simplifying these procedures has been submitted to Parliament for consideration.
