Vermont: Compromise on cannabis legalization

This Wednesday, Republican Vermont Governor Phil Scott vetoed the legalization of cannabis. Supporters of legalization are disappointed by this decision, but hope that a compromise will be reached in the legislature next month. The governor stated that he was returning the bill to the legislature with his recommendations, namely penalties for using cannabis while driving or in the presence of children.

Matt Simon, a member of the Vermont coalition for legalizing the substance, insists that there is a great opportunity for a compromise that could make Vermont the first state to legalize cannabis legislatively and not by referendum.

He explained in a statement: «We are disappointed by the decision of the Governor of the State of Vermont to veto the matter, but we are encouraged by his proposal to negotiate with lawmakers to pass legalization during the veto session this summer. The majority of Vermont residents want to end cannabis prohibition, and it is essential that the state legislature pass a legally reviewed bill by this summer. Cannabis is a less harmful substance than alcohol, and there is no valid reason to continue treating responsible adult cannabis consumers as criminals.»

In addition, Justin Strekal, Political Director for NORML, explains that the disappointment is not only due to legislators« intentions but also to voters» support for law reform. He states, "Minor offenders with cannabis should not be subject to a criminal record and long-term stigma, Governor Scott seems to be repeating past failures rather than looking toward the future."
