Hemp cigarettes authorized in the EU
Luxembourg is the first EU country to authorize the import of hemp products in cigarette form. Pure hemp pre-rolls and hemp flowers from Swiss brand Heimat are legally available in Luxembourg.
A regulatory challenge
Eastern Switzerland-based Koch & Gsell has been producing hemp-based smoking products since 2017. For regulatory reasons, they were previously only available in Switzerland. The regulations governing the authorization of hemp-based products are not uniform across the EU. Different member states have set different THC limits. In Luxembourg, Koch & Gsell succeeded for the first time in obtaining a sales authorization for hemp-based products. It is the first EU country to authorize a hemp product in cigarette form. Initially, Koch & Gsell will sell hemp flowers and hemp pre-rolls from the Heimat brand. Sales officially began this November 21, 2019.
CBD instead of THC
The hemp used is exclusively Swiss-grown. Hemp's ability to «get you high» depends on the tetrahydrocannabinol (THC) it contains. Hemp can be cultivated in such a way as to reduce the THC content to a minimum: hemp then no longer has any psychotropic effect. At less than 0.3%, the THC content of Heimat's hemp flowers and pre-rolls is below the THC threshold authorized in Luxembourg. On the other hand, hemp flowers have a high cannabidiol (CBD) content. CBD is the substance contained in hemp flowers, which is said to have a number of beneficial properties. The analgesic, anti-epileptic and anti-psychotic effects of CBD have been the subject of various medical studies.

Koch & Gsell is a Swiss start-up founded in 2015, which pulled off a major coup in 2017: it marketed the first tobacco/hemp cigarette and caused an international sensation. In summer 2019, Koch & Gsell launched Europe's first industrially produced pure hemp pre-roll in cigarette form. Because of the resin it contains, hemp cannot be processed in the same way as tobacco: these products are therefore an innovation. Koch & Gsell has patented the manufacturing processes for these products.
