In India, Himachal Pradesh opens up to industrial hemp and medical cannabis
Lawmakers in the Indian state of’Himachal Pradesh recently adopted an amendment to the Narcotics and Psychotropic Substances Act (NDPS) of the State (1985), which now allows the production of industrial hemp and medical cannabis.
Industrial hemp: A New Economic Opportunity
Changes to the state's drug laws have opened the market to the cultivation of industrial hemp, although its use is limited to the production of fibers, of grains and seeds for cultivation.
Farmers in the region are permitted to grow hemp either independently or under contract farming agreements.
Himachal Pradesh is seeking to boost the economy in rural areas, particularly by taking advantage of the environmental benefits and Various Uses of Hemp in sectors such as bioplastics, the building materials, the pharmaceutical products, textiles, and cosmetics.
Jagat Singh Negi, Minister of Revenue of the’ Himachal Pradesh and chair of the legislative committee tasked with drafting the amendments, said that «the committee visited all districts of Himachal Pradesh and consulted with local residents on how cannabis cultivation could be used for medical and industrial purposes.».
The unanimous consensus among local communities and the positive results of similar programs in Jammu and Kashmir, at the’Uttarakhand and Madhya Pradesh prompted the government to move forward with this initiative.
Regulations on Medical Cannabis
Himachal Pradesh has also taken steps to legalize and regulate the production of medical marijuana, which will be closely monitored by the state government.
One of the key provisions is that all plots of land designated for the production of medical cannabis will be geolocated by various government agencies in order to improve monitoring and oversight.
Despite the legalization of medical cannabis, the new regulations clearly distinguish it from recreational use.
The charas, for example, remains excluded from the production plan. This approach ensures that the government focuses on medical and industrial applications, without venturing into unregulated areas.
The resolution also calls for the creation of a government agency responsible for managing the production of industrial hemp and pharmaceutical cannabis. This agency will work in collaboration with other ministries and educational institutions such as the’CSK Agricultural University in Palampur and the’Dr. YS Parmar University in Nauni, to establish seed banks and advance research on cannabis production.
The government has committed to investing in the research and development, with a particular focus on enhancing the environmental benefits of hemp and strengthening the economic prospects of impoverished rural areas.
Hemp and cannabis production is also expected to boost opportunities for international trade through the hemp exports, particularly in markets that value environmentally friendly products such as bioplastics and natural fibers.
For Himachal Pradesh, which is a Status mainly rural, hemp has considerable economic potential. The majority of its population depends on agriculture, with farms averaging less than one hectare in size.
By introducing a high-value-added crop such as hemp, the government aims to improve the impoverished farming communities and to create new job opportunities. By entering the industrial hemp market, local farmers can diversify their sources of income beyond traditional crops such as ginger, thegarlic and the saffron.
