Switzerland: National Council gives green light to controlled cannabis distribution
The Swiss National Council has followed the opinion of its committee The Ministry of Health has given the go-ahead for a controlled cannabis distribution trial.
The Council of States must give its approval before the pilot program can be rolled out; it is not expected to begin before 2021 or even early 2022.
A Long-Term Experiment
The Saga of Swiss Pilot Projects began in 2016. The pilot program aims to distribute cannabis to adult users in several major Swiss cities to study its impact on users and on drug trafficking.
The trial will include no more than 5,000 participants, who will undergo medical monitoring to assess their health, and THC levels will be capped at 20%, with a supply limit of 10 grams of pure THC per month, equivalent to 50 grams of cannabis containing 20% of THC. The project may last 5 years, with the option to extend it for 2 years.
Progress on these pilot projects is frequently blocked by the various levels of Swiss legislation, whose political leanings change more quickly than the cannabis law. The Federal Office of Public Health (FOPH) had also asked a change in the law to allow these experiments.
