Pennsylvania renews efforts to legalize cannabis
Governor of Pennsylvania, Josh Shapiro, once again urges his state's legislators to legalize adult-use cannabis, arguing that the evolution of federal policy and regional pressure have eliminated the last excuses for inaction.
In his executive budget 2026-2027, the Democratic governor has already presented legalization as an economic necessity and a matter of coherent public policy.
At the heart of Mr. Shapiro's argument is what he describes as a «softening» of federal cannabis policy, including the’President Donald Trump's call to reclassify cannabis as part of the controlled substances act.
According to the Governor, Pennsylvania risks falling further behind as neighboring states continue to move forward with adult market regulation.
Economic losses and regional competition

Beyond revenue, the governor links prohibition to public safety concerns. The budget argues that existing laws place an unnecessary burden on law enforcement and the justice system, while allowing illicit markets to flourish.
«Cannabis prohibition has created an illicit market that fuels the violence perpetrated by drug dealers and gangs seeking to control harmful forms of synthetic marijuana in Pennsylvania communities.»
Shapiro also puts the’focus on social equity measures. His proposal includes the’immediate deletion criminal records of persons incarcerated solely for possession-related offences, as well as 10 million for restorative justice initiatives through the Pennsylvania Commission on Crime and Delinquency.
An additional 25 million dollars would be allocated to help small and diversified businesses enter the legal market, under the supervision of the Ministry of Agriculture.
Licensing, taxation and industry structure
As part of this plan, the medical cannabis dispensaries who wish to move into the adult market would have to pay an additional initial tax of $25 million and 500,000 in annual renewal fees. New adult retailers would be subject to the same costs.
However, growers and farmers would benefit from much lower barriers, with licenses priced at 1,000 initially and annually, while processors and micro-businesses would pay 25,000 per year. A wholesale tax of 20 % would form the backbone of the State's revenue model.
Shapiro clarified that legalization would not require a general tax increase, saying the budget «does not require a general tax increase today, tomorrow or at any time over the next five years.».
Despite renewed momentum, legalization is far from guaranteed. If the Pennsylvania House of Representatives adopted a bill last year on adult consumption, its proposed state-run cannabis stores was quickly rejected by the Republican-controlled Senate.
