Which US states will legalize cannabis next?
In one month, every U.S. state will call on its citizens to vote on certain measures in a referendum. Nine states will have cannabis legalization on their ballot.

Arkansas (Issue 6 and Issue 7) : Both initiatives aim to allow the production and distribution of cannabis for medical purposes. Issue 7 is more permissive than Issue 6, recognizes a wider range of treatable conditions, and would allow patients to grow their own cannabis. The the latest study from September shows that Issue 6 has garnered more support: 49%, compared to 36% for Issue 7. Opposition stands at 43 and 53%, respectively. The last initiative for medical cannabis in Arkansas failed by one and a half points in 2012.
California (Proposition 64) : Legalize recreational cannabis, allow personal cultivation and the sharing of harvests, and authorize production and distribution by licensed companies, which may offer home delivery and permit consumption at the point of purchase. The latest figures show that 60% of the population is in favor of legalization, 35% is against it, and 5% is undecided. Some farmers fear that legalization will disrupt the market.
Florida (Amendment 2) : Authorizes the use of cannabis for the treatment of 8 specific diseases. Cannabis would be produced and distributed by cannabis treatment centers. Support for this measure is estimated at 69%, with 24% opposed and 7% undecided.
Maine (Question 1) : Proposes the legalization of recreational cannabis, including permission to grow it at home and share one’s harvest, as well as authorization for the production and distribution of cannabis by licensed companies, which may offer on-site consumption at the point of purchase with a special license. The’public opinion is 53% in favor, 40% opposed, and 7% undecided.
Massachusetts (Question 4) : The legalization of recreational cannabis is being considered, including personal cultivation, production and distribution by licensed companies, and consumption at the point of purchase. The poll average reports 49% in favor, 42% opposed, and 8% undecided.
Montana (I-182) : Would allow for the production and distribution of cannabis for the treatment of specific diseases listed in the legislation or added to it through amendments. Although the medical use of cannabis has been permitted in Montana since 2004, actual access to cannabis has been blocked since 2011.
Nevada (Question 2) : Would legalize recreational cannabis, allowing personal cultivation, as well as the production and distribution of cannabis by state-registered businesses, with no consumption permitted at the point of sale. Polls estimate support for this initiative at 51%, with 40% opposed and 9% undecided.
North Dakota (Initiated Statutory Measure 5) : The measure would authorize the therapeutic use of cannabis for specific treatments. The production and distribution of cannabis would be handled by nonprofit «compassion centers.».
