Cannabis is illegal in France, and any offence involving simple use (possession and consumption) is punishable by a €3,750 fine and/or a year's imprisonment.
The contraventionnalisation of cannabis, also known as «amende cannabis» or «amende pétard» was announced in 2018 for deployment in 2019 but implemented in 2021. It intends to redirect police forces towards traffickers by creating a delictual fixed fine (AFD) of €200 for consumers caught in simple use offenses on the public highway - €150 if paid within 30 days, €450 if increased. The AFD is also entered on bulletin n°1 of the criminal record for 3 years.
In 2024, only 30% of these fines were paid.
