Argentina grants its first six licenses for the production and sale of medical cannabis
Argentina's cannabis regulatory agency, ARICCAME, recently granted the first six licenses for the production and marketing of medical cannabis. This decision represents an important step towards achieving the objectives set out in law 27.669, which establishes the regulatory framework for the national medical cannabis and hemp industry.
Approved companies
The six companies awarded these pioneering licenses are Agrogenetica Riojana and Biofábrica Misiones from La Rioja, Inkillay from Tucumán, Whale Leaf from Chubut, and Botannicans and Pampa Hemp from Buenos Aires. Francisco Echarren, President of ARICCAME, expressed his satisfaction, stressing that these licenses mark the beginning of a new era for the national industry, in accordance with the provisions of Law 27.669.
Argentina believes in the economic potential of the medical cannabis and industrial hemp industry. Official figures indicate that the sector could generate up to 10,000 registered jobs over the next three years, with a domestic market estimated at $500 million. The experts are also enthusiastic about the possibility of exports up to a billion dollars. Pablo Fazio, President of the Argentine Cannabis Chamber, sees these developments as a «historic triumph» and believes that this is just the starting point for the Argentine cannabis industry.
Challenges and prospects
As ARICCAME's new management takes up its duties, a one-stop shop designed for the presentation of production projects should rapidly become operational. This will ensure rapid tendering for production licenses, and open up opportunities for various players throughout the country. Rolando García, researcher, emphasizes at Sechat that effective public policy for the cannabis industry requires dynamic regulation capable of meeting the diverse needs of all stakeholders.
In a global context where the legal cannabis industry is booming, Argentina has the potential to emerge as a sector leader. With over 53 authorized projects in 17 provinces, and the potential to raise up to $500 million a year from the domestic market, the country is at a turning point. The Argentine Cannabis Chamber (ArgenCann) forecasts exports of $1 billion and the creation of 10,000 jobs over the next four years, in line with global growth forecasts for the legal cannabis industry.
Concerns about political change
Recent political changes, including the election of new president Javier Milei, have raised concerns within the cannabis industry. The resignation of ARICCAME's president and directors, coupled with uncertainty about the agency's continuity, has led to apprehension among industry players. Pablo Fazio, President of ArgenCann, stresses the importance of continuity in public policy to ensure the growth and sustainability of the industry.
Valeria Salech, President of the NGO Mama Cultiva Argentina, expresses ElPlanteo the importance of dialogue and hopes for an accessible, diversified and plural cannabis market that respects individual freedom. Dr César Dip, a specialist in pain medicine and cannabis, is concerned about the potential privatization of the public health system and its impact on medical cannabis consumers.
Despite the challenges, Pablo Fazio calls for calm and the reconstruction of agendas, foreseeing the need for a more orderly and open market, particularly in terms of foreign trade. Concerns persist about potential risks, including increased repression and persecution of cannabis consumers and producers. Industry lawyer Piero Liebman warns of regulatory uncertainty and its potential impact on small producers and organizations.
