San Francisco moves towards Amsterdam-style cannabis lounges«
San Francisco is pushing forward a proposal to authorize cannabis consumption venues, thereby allowing users to enjoy cannabis products on-site, accompanied by food and non-alcoholic beverages—an experience similar to the Dutch coffeeshop model.
At the heart of this initiative is Rafael Mandelman, chair of the city’s Board of Supervisors, who has announced his intention to introduce a bill to amend several municipal codes. The goal: to allow licensed establishments to combine the cannabis use with food service options.
«We must support our legal cannabis industry,» Mr. Mandelman said at a press conference. «Too often and in too many ways, in San Francisco and throughout California, we are doing the opposite.»
A regulatory change made possible by California law
The proposal is based on a 2024 government reform led by Matt Haney, which legalized the sale of non-infused food and beverages in cannabis consumption areas. Previously, even basic offerings such as coffee or pastries were prohibited, which limited the viability of these establishments.
«It didn’t make any sense,» Mr. Haney said. «We couldn’t sell a croissant, a bagel, or a cup of coffee, let alone create the variety of offerings that would allow a business to survive and thrive.»
If adopted, the San Francisco ordinance would update regulations related to health, law enforcement, urban planning, and taxation, paving the way for a new generation of’spaces for social cannabis use.
Haney highlighted the broader ambition behind this reform: «It’s also about culture and community, and what it means for us to be a place that shapes the image of cannabis culture for the whole world.»
Several California cities, including San Diego, West Hollywood, and Sacramento have already adopted this model.
A Struggling Market in Search of New Momentum
The promotion of cannabis-infused coffee comes at a time when the Legal cannabis sales in California are under pressure. According to Haney, the market has declined by approximately 20% since 2021, prompting policymakers and operators to seek new strategies to remain competitive.
For many stakeholders, the places of consumption represent a potential solution. By offering a more immersive and social experience, these establishments could help legal operators differentiate themselves from the illicit market and attract both locals and tourists.
Entrepreneurs are already preparing to seize this opportunity. Will Dolan, the owner of a local dispensary, described the proposal as a chance to finally bring his vision to life: a hybrid space combining cannabis, coffee, snacks, and live entertainment.
«This legislation will finally allow me to fulfill my dream of opening a space at the intersection of cannabis and hospitality, where the community can gather, consume cannabis, and enjoy things like coffee, snacks, light meals, and entertainment, such as music or stand-up comedy ,» he said to a local newspaper.
Toward a Standardized Cannabis Experience
Beyond the economic aspects, the debate reflects a broader shift toward normalization of cannabis use in regulated environments. Advocates for this cause argue that integrating cannabis into everyday social settings, such as bars and cafes, can contribute to a more responsible and transparent ecosystem.
Business owners also see this as a way to improve the customer experience in what local entrepreneurs describe as a «very challenging market.».
