Cayman Islands voters approve cannabis decriminalization referendum
Cayman Islands voters have voted in favor of decriminalizing cannabis. Held last week, the referendum asked voters if they were in favor of «the decriminalization of consumption and possession of small quantities of cannabis.» According to the provisional results, 60 % voted in favor, while 40,130 voted against the measure, not counting invalid ballots.
Although the vote is not binding, it will serve as a guide for lawmakers.
Reform advocates argue that current laws disproportionately impact individuals for relatively minor offenses. As reported by the Cayman Compass, criminal records related to cannabis possession can create lasting obstacles to employment, travel, or education.
Dr Marc Lockhart, psychiatrist and former president of the Cayman Islands Mental Health Commission, has become one of its most ardent advocates for reform. Once a staunch opponent, Mr. Lockhart now believes decriminalization offers a more responsible public health approach.
«I've seen people who were using it illegally getting benefits from it... like people with chronic pain, particularly nerve pain, people with multiple sclerosis, people with seizures,» Mr. Lockhart told the Cayman Compass.
He also pointed out that the stigma surrounding cannabis consumption discourages the affected people from seeking help.
«Currently, young people and adults who have a problem with cannabis use are afraid of seeking treatment... This could have repercussions on their insurance coverage, employment, and status,» said Mr. Lockhart. According to him, decriminalization could reduce fear and encourage more people to access health services.

In 2018, leaders from 19 Caribbean countries They agreed to review the legal status of cannabis, invoking human rights concerns and economic opportunities related to a possible legalization.
