In Mexico, legalizing all drugs to fight the cartels

We should start with cannabis, create a legal framework for its regulation and legalization, and reduce the black market,” he said declared Mario Delgado Carrillo.
«We need to start now by regulating the drug market to eliminate these markets that give organized crime so much power,» he said.
Delgado Carrillo said that, even though the Assembly’s schedule was busy, lawmakers could address the issue of reform in late November or early December.
«Mexico needs to take a step forward,» he added. «We’re going to have to experiment with this regulation, but the goal should be to protect people’s right to health and to the free development of their personalities, and to eliminate the black market for drugs.»
Mexican President Andrés Manuel López Obrador has already included the decriminalization of drugs in a plan published last May. That proposal also included a provision that would provide consumers with a «prescription supply of doses,» suggesting that some form of legal distribution would be permitted for people who are ill.
«When it comes to narcotics, the prohibitionist strategy is already unsustainable, not only because of the violence caused by its poor results in terms of public health,» the document states. «In most countries where it has been implemented, this strategy has not led to a reduction in use.»
