Mexico: Cannabis legalization approved by Senate committees
The Justice, Health, and Legislation Committees of the Mexican Senate adopted this week the proposed cannabis legalization in Mexico, by a vote of 26 to 8, with 6 abstentions. The bill will now go to the Senate and, once approved, to the lower house before becoming law.
Mexican lawmakers have until April 30 to legalize cannabis according to a Supreme Court ruling. In addition to cannabis for adults, the bill will legalize medical cannabis and industrial hemp.
By legalizing cannabis, Mexico will become the world’s largest legal cannabis market, with a population of approximately 130 million—3.5 times Canada's.
The bill would authorize the possession of 28 grams of cannabis and the cultivation of four plants. A Mexican Institute for Cannabis Regulation and Control will oversee commercial operations related to cannabis and issue operating licenses to businesses. Patients with a medical cannabis card will be allowed to grow up to 20 plants.
The bill includes restrictions on foreign investment and on opportunities for vertical and horizontal integration, with the intention of giving disadvantaged indigenous communities priority access to the cannabis industry.
