European hemp catalog: list of varieties authorized in the EU
The common catalog of varieties of agricultural species in the European Union is the official regulatory reference for hemp cultivation in all member states. Any variety of hemp (Cannabis sativa L.) listed in this catalog may be legally cultivated in the EU, provided that its THC content does not exceed 0,3 % (threshold applicable from 2021, raised from the previous threshold of 0.2 %).
This catalog is published and maintained by European Commission and accessible via the official EU portal. It is the main reference for farmers, cooperatives and hemp professionals wishing to cultivate varieties beyond the French list, These include varieties with higher CBD concentrations developed in Italy, Spain, Romania and Poland.
Update : list verified in May 2026. For the official and complete list, updated in real time, go to European Commission common catalog portal.
What is the purpose of the European Hemp Catalogue?
The Common Catalogue of Hemp Varieties has three main functions:
1. Ensuring regulatory compliance It certifies that all registered varieties comply with the legal THC threshold set by the EU. Each variety is subject to official analysis prior to registration, and growers using these seeds benefit from a presumption of conformity in the event of an inspection.
2. Facilitating intra-Community trade A variety registered in the common catalog can be marketed and cultivated in any member state without any additional administrative procedures. This is the principle of the single market applied to agricultural seeds.
3. Documenting Europe's hemp gene pool The catalog is also a traceability tool for European breeding. It lists the breeders who developed each variety, making it possible to trace the genetic history of hemp grown in Europe.
Who can grow these varieties in France?
Any variety listed in the European catalog can be grown in France by professionals (registered farmers, cooperatives, processors), under the same conditions as for varieties on the French list:
- Certified seeds from the catalog
- Declaration to the National Federation of Hemp Producers
- Seed tag preservation
- Compliance with THC threshold of 0.3 %
Advantages of the European catalog for French producers: it gives access to varieties with higher CBD concentrations than those on the national list, including Italian, Spanish and Eastern European varieties specifically selected for CBD well-being production.

Catalog evolution: from 0.2 % to 0.3 % THC
The most significant regulatory change in recent years concerns the THC threshold : from 0.2 % to 0.3 % following the EU regulation 2021/2115 (Common Agricultural Policy 2023-2027).
This change has several practical implications:
- For farmers Less risk of accidentally exceeding the threshold, particularly at the end of flowering or in hot weather.
- For breeders the possibility of developing new varieties richer in CBD without being constrained by the 0.2 % threshold, which limited margins
- For importers alignment with American standards (0.3 %), facilitating transatlantic trade
Please note: this threshold of 0.3 % applies to the cultivated plant. Derived end products (oils, extracts, marketed CBD flowers) may be subject to different regulations in different member states.
French list vs. European catalog: what you need to know
| French list | European catalog | |
|---|---|---|
| Number of varieties | 26 varieties | Several dozen |
| Authority | National decree (August 22, 1990) | European Commission |
| Update | By ministerial order | Continue |
| Validity in France | Yes | Yes |
| Access | GEVES / FNPC | EU Portal |
| High CBD varieties | Limited (Santhica 70, Muka 76) | More numerous (KC Dora, Midwest, Northwest...) |
French growers wishing to maximize their CBD production are well advised to explore the European catalog, which gives them access to varieties developed specifically for this purpose in other member countries.
