Costa Rica presents its bill on home cannabis cultivation
The Costa Rican party Broad Front introduced his bill aimed at legalize the growing cannabis for personal use. This proposal deviates from current legislation, which strictly prohibits this type of activity, even for personal use. With this bill, the Broad Front aims to address various societal concerns while providing individuals with a legal means of accessing the Cannabis for their personal use.
Curbing Illegal Market Activities
The laws in force in Costa Rica, particularly Article 58 of the Law on Narcotics and Psychotropic Substances, have long posed obstacles for cannabis users who were looking for a legal way in. Ariel Robles, a prominent figure in the party Broad Front, emphasizes the need for this effort to legalization, emphasizing its potential to protect public health, human rights, and security.
The proposed bill aims to amend existing legislation to authorize the domestic culture from Cannabis for strictly personal use by adults of legal age. Under these circumstances, individuals would be permitted to grow a maximum of 20 female plants of Cannabis within the confines of their private residence.
Exceeding this limit could result in fines proportional to the violation, ranging from one to five base salaries.
The Broad Front at the same time, calls for information campaigns led by the relevant government agencies to educate the public about the consumption of Cannabis and the risks associated with them.
One of the fundamental principles of the proposal by the Broad Front is the reduction of illicit activities in the Cannabis. By legalizing the personal culture, the party believes that individuals will be less likely to engage with illicit sources of supply.
Drawing a parallel with the efforts of cannabis legalization conducted in countries such as Colombia, supporters of the bill argue that a market for Cannabis Regulation will lead to a decrease in criminal activity associated with the illicit trade in Cannabis.
The bill was introduced on February 15 and is to be referred to a legislative committee for review and advice.
The advocacy of the Broad Front in support of the cannabis legalization in Costa Rica is not an isolated effort. The party has consistently expressed its support for broader initiatives to reform the Cannabis, signaling a growing momentum for change in the country. The Legislative Assembly's Environment Committee has has already issued a negative opinion on their bill (Bill 23.383) aimed at legalizing the recreational use of cannabis in Costa Rica.
